Brief History

The Muehn Group is a Liberian owned consultancy firm organized by a group of Liberian professionals for the sole purpose of providing different level of services including program support, project management, evaluation, Information Communication Technology (ICT), research, trainings and other key services.

Founded since 2016, our staff of profesionals comprised specialist with combine 40 years of experience in research, trianings, monitoring & evaluation, financial management, program management, ICT, and other consultancy services.

Our Team Members

Mr. Edward P. Borloh, Sr.

Mr. Edward Borloh will be the Research Specialist for this assignment. Mr. Borloh has vast experience developing simple, practical results measurement systems for large development programs. He has vast experience in evaluating and assessing various project including both government and donor-funded projects. Mr. Borloh has been involved in assessment, monitoring, evaluation, and reporting with different multi-partners organizations and is versed in the development of M&E tools and working with performance management plan and Result Framework (RF) and other performance tools with World Bank and USAID.

Mr. Borloh is a certified ECOWAS Trainer in Result Based Management (RBM). He recently worked with a monitoring and evaluation firm with the World Bank and supported projects in Liberia teacher development, peer education, micro-finance entrepreneur and capacity building. With reference to the proposed assignment, since 2015, Mr. Borloh has worked in similar capacities, first with a national firm to conduct Midterm Review (MTR) for SOLIDARIDAD, a Norwegian funded charity, implementing oil palm and cocoa program in West Africa. Mr. Borloh led other evaluation Impact Evaluation for WASH Project of MAP
International. He recently conducted baseline study on SGBV for DEN-L as well as baseline survey for ClientEarth, a British Firm on the role of women in forest management in four
counties.

Mr. Borloh holds a two Masters in peace and conflict transformation and international relations. He completed another Master of Science Degree (M.Sc.) in Project Management (PM) with emphasis in Monitoring and Evaluation (M&E) from Christian Service University College (an Affiliate of the University of Cape Coast) in Ghana. He teaches Monitoring and Evaluation at the Liberia Institute of Public Administration (LIPA). He taught previously at Monrovia Bible College now Carver Christian University.

Dr. J. Teakon Williams, PMP

Dr. Teakon J. Williams is a certified Project Management Professional (PMP) and Program Management Specialist with many years of experience as a Senior Programme Officer and Monitoring and Evaluation (M&E) at the United Nations Development Programme (UNDP). He also served as Project Coordinator for the African Development Bank-funded Agriculture Sector Rehabilitation Project (ASRP) at the Ministry of Agriculture and the World Bank- funded Liberia Land Administration Project at the Liberia Land Authority (LLA) respectively. With reference to the proposed assignment, since 2015, Dr. Williams has worked in similar capacities first as a Team Member for the Independent Verification and Validation of the Global Partnership for Education (GPE) and World Bank-funded “Getting to Best” project at the Ministry of Education (MOE). This consultancy aims to assess, verify, and validate delivery level indicators (DLIs) as enshrined in the project’s Logical Framework Analysis (LogFrame) and recommend basic incentives associated with achieving these DLIs to the donor.

In 2018 and 2021, Dr. Williams conducted an assessment of the contributory capacity of information sector work and assessment of At-risk youth population in Liberia for the International Labour Organization (ILO) and the Ministry of Youth and Sports/UNFPA respectively. Between 2019 and 2020, he also worked as Firm and Outcome Evaluator for the UNDP-UN Women Joint Programme on Rule of Law and Outcome Evaluation for the
UNDPOHCHR Joint Programme on Rule of Law. Dr. Williams worked as an Outcome Evaluator for the United Nation Development Programme (UNDP) for the evaluation of the Justice and Security Trust Fund (JSTF).

Dr. Williams holds a Doctor of Business Administration (DBA) with emphasis in Project Management from Walden University in Minneapolis, Minnesota. He also holds a Master of Science in Management (Project Management) from University of Maryland University College as well as Graduate Certificate in Project Management from the same University. In 1994, Dr. Williams received a B.Sc. in Mathematics with a minor in Economics from the University of Liberia. He teaches Business Statistics I and II at Stella Maris Polytechnic University (SMPU) and previously taught the same courses at the University of Liberia and
the African Episcopal Methodist University (AMEU) in previous years.
